How MUCH CAN THEY CHARGE Florida department of Financial Responsibility!!?

I got two tickets in Dec...no proof of insurance and expired registration. January rolled around and waiting for tax refund to come in to get straight I got two more tickets for the same thing. I couldn't track down anyone at my insurance co. the are out of business in this area, the card i had was too old to be proof...I suck just gonna get over it an pay what I need to pay. Got new insurance, fixed my registration and paid the first two tickets. Got an ext on the last two tix. Pay the money and get on with my life? No, not if the state has anything to say about it. Because I paid the tickets I was therefore admitting guilt (true enough) but now I have four days to get an SR22 (mega dollars) and I have to maintain it for two years! then even though my license isn't suspended yet, I have to pay $150 to reinstate my license because I can't prove I had insurance on the date of the first tickets...It gets better still because after I pay all THIS MONEY when I pay the second pair of tickets they will suspend my license again and then it will be my 2ND OFFENSE so it will cost me $250! Now really, I paid the tickets, got my crap straight...They never notified my that my insurance was lapsing. the company is supposed to notify the state and however long ago the insurance was expired one of the two of them should have let me know or consider it a genuine error. I mailed in my registration stuff before my birthday, with a copy of my insurance card and the info on the form... never made it there and I never realized it didn't get processed until I got my tickets. Anyone got a law that I can fall back on and fight this?
