Someone used my id fraudulent to pay for a speeding tix, that I did not do?

Someone used my id fraudulent to pay for a speeding tix, that I did not do. I don't even own a vehicle and was at work the day of the violation. Can I sue the owner of the vehicle and can I do that by their license plate number? I have already filed a police report. What is the next step?
